What are the implications of the imminent REACH legistlation for a small biotech/drug discovery company?

REACH (Registration, Evaluation, Authorisation of Chemicals) legislation primarily impacts the Chemical Industry. Every chemical produced (in quantities over 1 tonne per year) will have registered with the European Agency. This registration process will require data for health, safety and environmental impacts (detail depending on scale).
Incidentally the requirements extend to importing >1 tonne of a chemical from outside the EU (but unlikely for Biotech).

Therefore effects to the Biotech industry are likely to be secondary - such as increased costs for fine chemicals or on a positive note more detailed SHE information for chemicals.

I don't have any specific experience of handling Sm (a radioisotope of), so to answer generally for radiation work, depending on scale and whether you already work with radioisotopes:
- Application for a licence to store and dispose from the Environment Agency (ca. £2k)
- Appointment of a licensed waste contractor (if generating solid waste)
- Notification to the HSE (not for small scale e.g. Sm141 below 0.1MBq)
- Appointment of Radiation Protection Advisor (not necssary for small scale) and Supervisor
- Carry out a risk assessment for the work, which would determine control measures and containment required depending on quantity/isotope/experiment etc
